Submission Tips From This eBook Excerpt:
Check each publisher's specific guidelines before you send anything, and make sure that the children's publisher you are submitting to is interested in a mid-grade or YA book. Some children's publishers only work with picture books.
The query or cover letter accompanying your manuscript should be brief and professional, yet friendly. It should interest the reader but not overdo it on cuteness or cleverness.
Mention the title of the work you are sending, a sentence or two about the material, and a brief summary of previous writing experience. If you don't have any previous experience, don't mention it and simply thank the editor or agent for his/her consideration.
Don't send the entire manuscript at this point. Like with other novels, include an outline and sample chapters unless the editor or agent requests more.
